5.   Can I pay my taxes using VISA,MC, Discover or Am Express? 
Yes! You may pay your real estate taxes (not per capita taxes) using a credit card through Official Payments corp. a private Company.  Their website address is www.officialpayments.com.  Middletown's jurisdiction code is 4847.  You may also call them at 1-800-272-9829.  PLEASE BE AWARE THAT OFFICIAL PAYMENTS CHARGES A (THREE) 3% SERVICE FEE FOR PAYING TAXES VIA THI SMETHOD.
6.  Does the Tax Collector's office have an e-mail address? 
Yes, the Tax Collector's email address is tkearns@middletown-township.org. Tax questions submitted by e-mail will be answered promptly.  Please be sure to include daytime telephone number in case we must speak with you.
7.  How long is the Tax Collector's term?
A Tax Collector's term is four (4) years.
8.  Is the Tax Collector an employee of the Township?
No, the Tax Collector is just like a small business person.  The difference is that the voters of a municipality hire and fire the Tax Collector when they vote.  If the Tax Collector provides good customer service, then he or she merits re-election.  If the Tax Collector is not responsive to your needs, then you should consider voting for the opponent.
9.   I don't like the taxes I pay.  Does the Tax Collector set the tax rates?  No, the Tax Collector only collects the taxes.  The taxing authorities, such as the county, township and school district set the rates.  If you are dissatisfied with your tax rates, you should voice your opinion to the Bucks County Commissioners, Middletown Township Board of Supervisors, or the Neshaminy School District Board of Directors.
10.  Who pays the per capita tax?
The per capita tax is assessed to every resident of the Neshaminy School District who is age 18 or over, whether you own a home, rent or live at home with       parents.  Payment is required if you meet all of the following criteria:
  *  Reside in school district for even on day between the periods of July 1
through June 30.   
  *  Earn more than $5,000 or more from the following sources: wages or salary, social security, pension, dividends, annuities, interest, retirement, disability,
public assistance, unemployment compensation, property rent and gifts.
The per capita tax bill on July 1 is due and payable to this office by December 15.  The tax office cannot accept per capita tax payments after December 15 for bills dated July 1.  Any payments received after this date must be paid to Berkheimer Associates which assesses a $4.00 late fee if payment is received before they send out their bill.  If you move, please inform the tax office of your address and we will amend our records.

  1. What is the EMST tax and do I have to pay it?
The EMST, or Emergency Municipal Services Tax, is a tax on individuals for the privilege of engaging in an occupation in Pennsylvania.  Usually, it is deducted from the first pay of the year of any employee who works in the Township.  You are only required to pay the $52.00 once, so if you have more than one job and each deducts this payment, you are eligible for a reimbursement.  If you earn less than $12,000 in a calendar year, you are also exempt from paying this tax.
This tax is collected by Berkheimer Associates, not this office.  To receive a refund, you may download a form from Berkheimer's website as follows: www.hab-inc.com/content/downloadforms.htm.  Scroll down to the EMST forms and click
on the refund form.  Complete as instructed and mail to Berkheimer.  You may also contact Berkheimer at 1-866-553-5219.

FREQUENTLY ASKED QUESTIONS

1.  Why do I make out my check to "Tom Kearns" rather that Middletown Twp?  The Tax Collector is responsible for the payment of taxes to the taxing authority.  If the proper amounts are not paid to the taxing authority (minus the liens), it is the Tax Collector's responsibility to make up the shortfall.  So, it is in the Tax Collector's best interest to insure the funds you pay for your tax obligation are processed and credited properly.
2.  Why is the tax bill sent to my home rather that to my mortgage company? Due to increasing numbers of homeowners who refinance their home mortgages, sometimes the mortgage holder is valid in the previous year but is no longer the correct mortgage holder.  The only certain address the Tax Collector's office has is the home address of the taxpayer, so rather that risk having the tax bill lost or ignored by the incorrect mortgage company, it is better for the homeowner to take the responsibility for forwarding the tax bill to the proper mortgage company. 
3.  What is your policy regarding returning telephone calls?
All calls received in the tax office will be returned promptly.
4.  Will you have hours on evenings and Saturdays?
During the two 2007 discount periods (county/township and school) of April 17 through April 30 and August 20 through August 31, the tax office will be open Monday through Friday from 9:00 'til 5:30 and on Saturday from 9:00 'til 12:00.
